whether와 that의 쓰임이 궁금해요

문장에서 “Although he agrees to their proposals, he still doubts that his supervisor will approve them.”의 that이 왜 틀린지 모르겠어요.
whether로 바꾸지 않아도 동격의 that으로 해석할 수 있을 것 같은데, 이유를 설명해 주실 수 있나요?
