forbid와 to be, from being 문법 질문이에요

“Very strong norms that forbid a certain activity to be/from being done are called taboos.”라는 문장에서 궁금한 점이 있어요.
forbid는 from과 함께 쓰는 단어 아닌가요?
답이 to be라고 하는데 설명 부탁드려요.
찾아보니 forbid somebody from doing something 형태로 쓰는 것 같더라고요.
