관사와 동명사 문제 설명 부탁드려요^^

영어 문제 두 가지가 헷갈려서 질문드려요.
“Researchers take aim at some practices that have affected the available of drug”에서 available이 틀린 이유가 관사 뒤에 올 수 없어서라고 하는데, 설명을 더 듣고 싶어요.
“The dean of our university believes that commitment to improvement is essential”에서는 commit을 동명사로 바꿔도 답이 될 수 있지 않나요? 보기에는 commit, to commit, committing, commitment가 있어요.
