첫번재 문장은 to increase and to ensure 이렇게 병렬구조로 to 부정사의 to 가 생략 되고 쓰인것입니다.
두번째 문장은 틀린문장입니다. 윗분 말씀대로 the challenge가 주어이고 동사 is 에 이어 두번째 동사로 쓰였다고 볼수 있는데. ensure 은 that 이하를 확실히 보장하다 뭐 이렇게 해석할수 있는데. challenge( 도전과제, 난제)가 보장한다? 뜻이 말이안됩니다.

The challenge is /to( increase) and (ensure)...로 둘다 보어로서 쓰였구요.. 아래문장은 The challenge /is to.......... and / ensures 즉 이번엔 is 와 ensures 가 동사로 쓰였죠
